There is an e-petition on the 10 Downing Street Website for Gordon Brown “to guarantee that the British people will be permitted a binding referendum on any and all attempts to resurrect the EU “constitution” (and any or all of its content) regardless of nomenclature”.

Sir – Ashley Mote (Letters, June 26) claims that the proposed amendments to the EU treaties “offer no effective checks and balances to control future law-makers”. This does not bear scrutiny.
Under what is proposed, EU action would be limited to those areas where national parliaments have, through the treaty, conferred powers on the EU.
